HotFix [Rev.108] for icomancer 1.3.5 is available (Notices)

We've added a couple exception handlers for issues commonly found in systems with a high UAC level and/or kicky antiviruses:

• When "Onscreen Settings.xml" couldn't be written.
  
• When any of the databases couldn't be written.

In both cases, a message is shown with a suggestion to whitelist icomancer or run it as administrator.
