I installed ImageMagick 6.9.8 Q8 (32-bit). With the proper setting too.
Which Windows version are you using?
This post was intended for Windows XP users... It will help if you can say which Windows version you're using to look for further fixes.

I got confused and thought you were replying to an earlier post about XP.
I'm digging further in the topic, seems that ImageMagick is having dependency issues and icomancer is not the only package that relies on it being affected.
Which Windows version are you using?
Windows XP Service Pack 3.

After digging a bit in ImageMagick forums, I found something that I missed and effectively fixes this other issue, so, please uninstall ImageMagick again (the new version I provided, 6.9.8) and reinstall it but adding the directory to the path:
I tested it and seems to work fine.
Please do this and let me know if it worked fine.
