ImageMagick 6.9.8-Q8 Fix issue for XP (Support requests)

The version 6.9.8-Q8 ImageMagick program does allow icomancer to start on XP, but after creating an account, and downloading the two icon libraries, icomancer wants to restart, but when it does, it has an error:
