- Optimized CLI ping launcher: added a random of 1-10 seconds to prevent 
  CPU softlocks when running on virtual machines.

- Added an incoming pings table that is merged into the base ping results
  table every 24 hours to improve performance.
  Note: data is merged immediately when invoking a stats or chart generator.
  By default, it is set to run by the scripts at 3am every day, but
  it can be set to run from a cron job.
